In all cases the ball is turned over but in some cases I've seen the player not sit (30 second technical). The rule book is not clear on whether the player sits or not. What is the official ruling? Ensure that the mouth guard did not come out during play. If it does come out during play; blow your whistle, have the player put his mouth guard back in their mouth and resume play outside of the box.
