We should not immediately resort to penalizing the players. Attempt to reset the positioning of the players first. If players do not return below the restraining line in a timely manner, you can penalize the team for a delay of game, but this should be the last resort. Use the assistant coach as your friend to help prevent his players from substituting or leaving the box until the whistle is blown to restart the play.
