You verbally tell both players what you expect etc. Player A goes down but his stick is not straight up but at a very slight angle. Before you say "set" what do you do : -stand them up and give the ball to the other team ? -tell Player A to straighten it up? -lean down and physically adjust Player A's stick ( like the old days)? -stand them up and tell/warn Player A what you expect of his stick and reface ? Just tell the player to straighten up his stick. If he fails to grasp your meaning, give his stick a tug to show him what you want. If he moves his stick back before the whistle, then you can give the ball away. And if you have to tell him at more than a couple of face-offs, you can give the ball away for delaying the game. This is a good thing to mention in your pregame conversation with the face-off guys. Tell them you expect the sticks to be "straight up and down" before you set them, and remind them that you might give the ball away if you have to keep repeating your instructions.
