Play was already suspended by the offside call, so initially granting his request for the time-out does not change the play of the game. In fact, there is a good possibility that the coach called the time-out in order to get his players off the field before the officials detect his team's foul. In such a case as this, you can ask the coach if he still wants to take his time-out, now that the foul has been called.
