This is the defining event, not when the official dusts himself off and adjudicates the foul. (This is analogous to time-out calls: the time-out occurs when the player on the field or head coach asks for it, not when the official sounds the whistle.) Based on the sequence described above, the foul occurred prior to the goal entering the net. Therefore, the goal is not counted. The official has the discretion to call either a conduct foul (resulting in loss of possession) or an unsportsmanlike-conduct foul (resulting in a flag). One could argue that having the apparent goal taken off the board and losing possession is punishment enough; making the in-home serve time rubs salt into the wound.
