Is it a penalty if they are not? Or is it like strings with a hanging length more than two inches where the crosse is simply removed from the game until corrected? The sense of parts (b) and (c) of the AR is that the only exceptions to a three-minute nonreleasable penalty for an illegal stick are illegally deep pockets (one-minute NR) or hanging strings longer than 2 inches (no penalty unless player ignores official's instructions).
