Can the team play with a man down without a specific player being forced to sit out? Seems unfair if it is the in-home having to sit in the penalty box for three-minutes for someone else's ejection.. His penalty is therefore to be served by the in-home (7.4.1). Whether this is "fair" to the in-home as an individual is irrelevant -- the rule speaks for itself.
